Helen was in architectural consultancy service for 17 years. As the Senior Vice President at Architects 61 Pte Ltd, Helen led her team in the design and execution of many award winning projects in Singapore and abroad, including Raffles Hotel, Fullerton Hotel, One Fullerton, Cineleisure Orchard, Australian International School, Le Royale Hotel (Phnom Penh) and L’Hotel D’Angkor (Siem Reap).

In 2003, Helen joined the Administrative Service and held senior management positions in various Ministries. She was 2nd Deputy Secretary at the Ministry of Law and was instrumental in bringing about major legislative amendments including the Land Acquisition (Amendment) Act in 2005, Residential Property (Amendment) Act in 2006 and the Strata Titles (Amendment) Act in 2007. Besides land policy, she also covered corporate portfolios and legal industry development. As CEO of Maxwell Arbitration Holdings, a company limited by guarantee under the Ministry of Law, she oversaw the development of Singapore’s first international dispute resolution centre. Helen was the Founding Executive Director of the Centre for Public Project Management (CP2M), a department under the Ministry of Finance. One of CP2M’s key functions is the funding evaluation of major public building and infrastructure projects including airports, sea-ports, MRT lines, universities, hospitals, community hubs, water and waste management facilities. She also drives the building of project leadership and smart buyer capabilities in public officers through courses, workshops, seminars and publications.

Helen has been a member of various government boards and steering committees including the Preservation of Monuments Board, ABC Waters Review, Jurong Innovation District, Punggol Creative Hub and the Master Planning Committee.
